Unlike Towers 2 and 3, which sat in shallow water, Tower 4 with legs over 300 feet tall, required bracing underwater. This can be clearly seen in the photos on this page. As a result, the tower platform could not be pre-attached, then jacked into place after floating out to sea.
Tower 4 was floated out in two pieces, the platform, and the legs. The legs were towed out in a horizontal position, then sunk after arriving on station. The little cabin seen at the top of the structure was where the crew controlled the sinking by flooding the caissons.
... and here we are. Nothing to it, right? Tower 4`s platform is being floated
into place and attached. The bracing near the top, and the control cabin are
temporary and were removed before the platform was jacked into place.
