FINDINGS OF FACT

1. A total of 74.58 acres were acquired by the Department of the Air Force as follows: 0.39 acres, lease, from A.T. Myrick on 3 June 1954; 3.44 acres, lease, from the State of Arizona on 30 July 1954; 44.17 acres, lease, from the State of Arizona on 30 July 1954; 5.32 acres, permit, from the State of Arizona on 10 July 1954; 0.12 acres, permit, from the State of Arizona on 16 February 1955; and 21.14 acres, fee, from the State of Arizona on 3 January 1961.

2. The property was used as a radar site by the Air Defense Command. Improvements consisted of approximately 50 buildings, two radar towers, and several above-ground water and fuel storage tanks all to accommodate the needs of the radar facility and about 200 personnel.

3. The 74.58-acre property was disposed of as follows: 3.44 acres, lease, terminated on 31 December 1959; 21.14 acres, fee, 5.44 acres, permit, and 44.56 acres, lease (71.14 acres total), were reported excess to the GSA on 4 September 1964. The 71.14-acre property was then transferred to the Department of Interior, Bureau of Indian Affairs (BIA) by Letter of Transfer dated 9 December 1964, effective 11 December 1964. Incidental to this transfer, the BIA was permitted to use and occupy the abovementioned 71.14 acres for the period 24 October 1963 to 30 June 1964 by way of an outgrant, dated 4 November 1963. All improvements were reported to have been used beneficially by the BIA for the Winslow Job Corps Center facility. As of 1992, all improvements have been demolished and removed by the BIA. The property is currently not being used.

DETERMINATION

Based on the foregoing Findings of Fact, this site has been determined to be formerly used by the Department of Defense. It is therefore eligible for the Defense Environmental Restoration Program - Formerly Used Defense Sites, established under 10 USC 2701 et seq.

SITE NAME: WINSLOW JOB CORPS (LUKE AFB), also known as Winslow Job Corps, Winslow Job Corps Center, Winslow Air Force Station (Z-93), Winslow Air Force Station (M-93), and Winslow Weather Station.

LOCATION: The site is located approximately 7 miles west of Winslow, Arizona, and is about 1/2 mile north of 1-40 at Exit 245.

SITE HISTORY: The 74.58-acre property was acquired by the Department of the Air Force in fee, lease, and permit during the period 1954 to 1961. The Air Defense Command used the property for a radar site. Improvements consisted of approximately 50 buildings, two radar fuel storage tanks. 3.44 towers, and approximately four above ground The property was disposed of as follows: acres, lease, terminated 31 December 1959; 71.14 acres, fee, lease and permit reported excess to the GSA on 4 September 1964. The 71.14-acre property was then transferred to the Department of Interior, Bureau of Indian Affairs (BIA), by Letter of Transfer dated 9 December 1964, effective 11 December 1964. The BIA used all the improvements beneficially from about 1974 to about 1978 when the site was abandoned.

Between 1990 and 1992 all structures associated with the former Winslow Air Force Station Site were removed by the BIA. Approximately 1.2 million dollars were spent on building demolition and removal, and cleanup of environmental hazards. Asbestos containing building materials were removed and disposed of prior to building demolition. In addition, two 15,000 gallon underground storage tanks were removed for disposal, two transformers were disposed of as PCB-contaminated, and sulfuric acid which was stored on the site was removed for disposal.

Asbestos containing floor tiles were reported to be located on the side of the mesa upon which the subject facility was situated. Jim McCabe of the BIA retrieved a sample of the tiles which tested positive for asbestos. Geraldine Schanefelt, who conducted oversight of the demolition of the Winslow Job Corps Center, believes that the floor tiles were dumped at this location during the period of Air Force occupation. This is based on a letter provided by Eugene Mullins (stationed at the former Winslow Air Force Station, 1955-1958) which indicated that waste materials were "normally disposal of by dumping it over the side of the plateau." There was no evidence to confirm that the tiles were placed there as a result of prior DOD activities and their presence was not confirmed during the site visit.

There was no evidence of there having been ordnance/explosive waste on the site.

SITE VISIT: The site was visited on 25 and 26 April 1993 by Steve Cameron of Science Applications International Corporation (SAIC), San Diego, California. The primary site contact was Geraldine Schanefelt of the BIA, Navajo Area Office, in Gallup, New Mexico.

CATEGORY OF HAZARD: None.

PROJECT DESCRIPTION: No potential projects at this site.

AVAILABLE STUDIES AND REPORTS: A site layout plan and a file for the Winslow Air Force Station are maintained by the Real Estate Division, Los Angeles District, U.S. Army Corps of Engineers. Various reports are maintained by Geraldine Schanefelt of the BIA, Facility Management in Gallup, New Mexico in addition to a letter dated 8 April 1991 from the BIA to Brian Kenny of the Arizona State Land Department, which summarizes demolition and cleanup to that date.
