Findings of Fact, Site Location, and Information on Grand Marais GFA Z-66A(P-66A) based on information provided by US Army Corps of Engineers Formerly Used Defense Site (FUDS) document E05MI0139 of 1996

Site Location

App 10 miles south of Grand Marais, Alger County, MI. Site can be reached by going 1.3 miles westerly from M-77 along Adams trail Road to the E20796 Burt Township sign. From Adams trail at the E20796 sign to the site is about 3700 feet northerly up a dirt trail.

Site History and Findings of Fact

24.86 easement acres were acquired in 1959 and developed into the radar station, which was operational until September 16 1969, when it was declared excess to GSA. Improvements for the gap filler site were a concrete block building, radar tower, sanitary latrine, storm drain, security fence, access road and driveway, and underground storage tank.

In 1975, 8.01 acres of the access road and the radar facility were transferred to the US DOT, which in turn conveyed it to the US Coast Guard. Another 0.49 acres of excess road easement was conveyed to a John P O`Brien on May 18 1972, and another 2.07 acres transferred to GSA on January 12 1982. The balance of the property (10.51 acres) acquired for the installation was directly quitclaimed by the Air Force to Cleveland Cliffs Iron Company on July 24 1972, with another 3.78 acres quitclaimed to the State of Michigan on the same date.

Current Site Condition

At the time of the 1996 report, the concrete building was in a severe state of repair and the walls were cracking. The tower has an open platform at its top, which was accessible from the ground.

At the time of the 1996 report, the property was owned by the State of Michigan, but all the US Air Force constructed improvements owned by the US Coast Guard. The Coast Guard also had an easement to utilize the site for communication purposes, and had constructed a small communication building and tower separate from the Air Force improvement. The Coast Guard has never utilized the Generator building or radar tower constructed by the Air Force.

In 1995, the Coast Guard requested the USACE Detroit District determine if the site is eligible for remediation under the DERP FUDS program, and have the concrete block structure and radar tower demolished down to grade and all related debris removed off site to a licensed disposal facility.
