According to the yearbook, the 4716th Ground Observer Squadron was headquartered at Andrews AFB, MD, and originally had five (5) geographically-separated filter centers (detachments):

• Det 1: Charlotte, NC
• Det 2: Richmond, VA
• Det 3: Roanoke, VA
• Det 4: Durham, NC
• Det 5: Baltimore, MD

The 4716th Ground Observer Squadron was activated 8 September 1955, and became operational 1 March 1956. On 1 July 1956, the filter center at Roanoke, VA, was combined with the filter center at Richmond, VA, to "increase operational effectiveness."
